Earth’s climate is indifferent to state and national boundaries. They are man-made. Likewise, there are natural forces in the cosmos and on the planet over which mankind has no control or influence.
That said, a tenet central to history is that people, to the extent possible, have a duty to see threats, and to preserve and protect.
